Enhancing US Power Grid by using AI to Accelerate Permitting

Federation of American Scientists

June 2025

The increased demand for power in the United States is driven by new technologies such as artificial intelligence, data analytics, and other computationally intensive activities that utilize ever faster and power-hungry processors. The federal government’s desire to reshore critical manufacturing industries and shift the economy from service to goods production will, if successful, drive energy demands even higher. Many of the projects that would deliver the energy to meet rising demand are in the interconnection queue, waiting to be built. There is more power in the queue than on the grid today. The average wait time in the interconnection queue is five years and growing, primarily due to permitting timelines. In addition, many projects are cancelled due to the prohibitive cost of interconnection. We have identified six opportunities where Artificial Intelligence (AI) has the potential to speed the permitting process. AI can be used to speed decision-making by regulators through rapidly analyzing environmental regulations and past decisions. AI can be used to identify generation sites that are more likely to receive permits. AI can be used to create a database of state and federal regulations to bring all requirements in one place. AI can be used in conjunction with the database of state regulations to automate the application process and create visibility of permit status for stakeholders. AI can be used to automate and accelerate interconnection studies. AI can be used to develop a set of model regulations for local jurisdictions to adapt and adop

Scaling IT Modernization Playbook

US Department of Energy

June 2022

Across the U.S. Government, agencies are undertaking IT modernization and digital transformation efforts in pursuit of more efficient and impactful service delivery. Though these modernization efforts often deliver outstanding results, many times, their benefits remain isolated within a small portion of the organization. This Scaling IT Modernization Playbook was created to recognize and address the challenges inherent in scaling modernization efforts at an agency and department level and government wide. This playbook is intended for anyone who wants to improve the way that the government buys, builds, and operates technology. This playbook provides tools to help organizations increase the velocity, speed, and scale of modernization efforts, create efficiencies, and make a greater impact. To create this playbook, a team interviewed 20 federal and commercial IT leaders and distributed a survey to gain the perspectives of the members of the Chief Information Officer, Chief Information Security Officer, and Chief Data Officer councils with over 40 responses. We gathered and synthesized valuable insights related to their collective challenges and lessons learned from real-world modernization initiatives. The results of these interviews and analyses are 10 plays to help you and your organization accelerate and scale federal IT modernization efforts. The plays are categorized by themes and are not listed in any hierarchy or order of priority, so they can be treated modularly. All the plays are important contributors to success. Relevant foundational elements to derive the full benefit from a play are included and are recommended to be in place prior to executing a play. We acknowledge that scaling IT modernization is a journey and have identified ways to make this playbook useful to you – wherever you may be on that path.

Scaling Proven IT Modernization Strategies Across Government

Day One Project

November 2020

Seven years after the creation of the U.S. Digital Service (USDS)1 and 18F2, the federal government still struggles to buy, build, and operate technology in a modern, scalable way. While there have been small success stories, most government technology and delivery practices remain antiquated and ineffective. Critical systems underperforming during the COVID-19 crisis are the latest example of technology and delivery failing to meet the needs of Americans. The federal government will spend $90.9 billion on information technology (IT) projects in fiscal year (FY) 21,3 an increase of $15.3 billion since the federal government began to embrace the digital services movement in earnest in FY14 in response the high failure rate of federal IT projects. Yet the public is not receiving the value expected from this substantial investment in technology. Between 2003 and 2012, only 6.4% of IT projects with a budget of over $10 million were considered successful. 41% were complete failures that had to be scrapped and started again. There is no evidence that performance has improved on a large scale since FY12.5 In spite of efforts to implement transformative technological practices, most government systems still fail to meet modern standards or expectations. This memo proposes a new effort to scale proven IT modernization strategies across the federal government. The result will be a federal government with the structure and culture in place to buy, build, and deliver technology that meets the needs of Americans today and into the future.
