Regulatory Lawyer (JD/MBA) - Litigation and Trial Experience

Dale Mullen spent two decades inside government before he began representing clients across the table from it. He served as Chief Prosecutor of the Virginia Medicaid Fraud Control Unit and as a Special Assistant United States Attorney, supervising five regional offices of cross-designated state and federal prosecutors handling regulatory enforcement, public corruption, and fraud matters. He then served Louisa County, Virginia, as both County Attorney and County Administrator, the county's chief legal officer and chief executive, with responsibility for an $87 million budget, 200 personnel, and direct oversight of public procurement, grant compliance, and utility operations.
His government service began earlier. He served ten years with the City of Richmond Police Department, rising to Command Sergeant in the Professional Standards Division, where he directed internal investigations, audits, and policy development. He previously coordinated undercover operations for the Organized Crime Division, cross-designated with the U.S. Marshals Service and a DEA task force, and served as the Department's legislative liaison to the Virginia General Assembly. He is a veteran of the United States Navy.
He has not left public service. Governor Glenn Youngkin appointed him to the Virginia Board of Accountancy, where he serves as Vice Chairman, and he sits by circuit court appointment on the Hanover County Board of Zoning Appeals.
Dale is now a Partner and Co-Chair of the Business and Corporate Law Section at Whiteford, Taylor & Preston LLP. He represents corporations, public bodies, and regulated professionals in government investigations, administrative and regulatory proceedings, public contracting and procurement disputes, environmental enforcement defense, and utility and energy matters. Chambers USA has ranked him among America's leading environmental lawyers in Virginia every year since 2017.
