About

I spent 22 years in federal service building and leading compliance, risk management, ethics, and accountability functions across four agencies — work that extended from policy design and regulatory enforcement to internal investigations, audit response, and organizational systems that held across highly decentralized, high-stakes environments.

At the National Guard Bureau, I served as Division Director responsible for compliance, policy oversight, and risk management across a $3B+ federal assistance portfolio spanning 54 jurisdictions. My work included DoD-wide policy working groups, direct collaboration with OMB on 2 CFR 200 implementation, internal investigations and CID referrals, and building accountability structures that held across a highly decentralized system without direct authority over any of the jurisdictions I oversaw. Achieving a 93% compliance rate in that environment required something beyond technical knowledge of regulations. It required credibility, systems thinking, and the ability to build trust across organizational boundaries.

Earlier in my career, I built Iraq's first in-country grants compliance infrastructure for over $1B in programming during active conflict, with regular in-country deployments throughout a volatile and high-stakes period. I supported Scholar Rescue efforts during the ISIS crisis, co-led the Office of Internet Freedom at USAGM as a Deputy Director, and was part of the State Department Senior Grant Officer team whose work informed the Department's adoption of 2 CFR 200. At USAID, I designed a $700K Women's Leadership program for the Women in Development Division.

My experience with federal investigations, audit response, regulatory enforcement, and ethics matters is not incidental to my career. It is central to it. I have testified, prepared CID referrals, served as the reporting authority for ethics and compliance concerns, and navigated the organizational and legal complexity that comes with holding a compliance function during difficult institutional moments.

I now run Foundational Compliance Services LLC, a consulting practice that helps nonprofits and NGOs build the compliance systems, risk frameworks, and funding diversification strategies they need to stay resilient. My work translates federal regulatory fluency into practical organizational capacity.

I also founded Headwaters — The Passage LLC, a retreat design and facilitation company based in Virginia's Shenandoah Gateway region. Headwaters serves mission-driven organizations and leaders who need structured space for reflection, strategy, and renewal.

I hold an MBA and a paralegal certificate from George Mason University, and I completed a Certificate in Women in Leadership through Empower Global.

I am actively seeking Chief Compliance Officer, Chief Operating Officer, or senior director level roles in international development, compliance, ethics, risk management, or operations within NGOs, international development organizations, or mission-driven nonprofits. If your organization needs a senior leader who can build systems, hold accountability, navigate regulatory complexity, and lead people through difficult institutional moments — I would welcome the conversation.

Director, Foreign Assistance and Grants Management | Federal Title: Unit Lead/Senior Grant Officer, GS-14

U.S. Department of State(DOS), Bureau of Near East Affairs | Middle East North Africa

District of Columbia

Directed $1B+ in U.S. foreign assistance across Economic Support Funds, Foreign Military Funds, International Military Education and Training, and Non-Proliferation and Anti-Terrorism programs supporting U.S. Mission objectives in Iraq, Syria, Libya, and surrounding conflict-affected countries — with direct supervision of four staff, oversight responsibility for 30+ decentralized personnel, and regular in-country deployment across Iraq, Jordan, and Turkey.

Institution Building in Post-Conflict Environments: Pioneered Iraq's first in-country monitoring and evaluation team for federal assistance oversight — creating accountability infrastructure from scratch, training local staff in compliance methodologies adopted across Embassy sections, and developing the first Standard Operating Procedures for the Iraq Desk grant lifecycle, protecting Congressional appropriations from waste and misuse.

Interagency Coalition Leadership: Established the first Iraq Embassy Grants Committee — unifying seven Embassy sections, four State Department Bureaus, and multiple federal agencies around a common framework that eliminated duplication and maximized U.S. foreign assistance impact. Recognized by the Assistant Secretary for Near East Affairs as a best practice in interagency coordination in a conflict-affected environment.
