About

With more than 10 years of experience working on immigration and national security issues for the Department of Homeland Security (DHS), I’ve dedicated my career in public service to advancing our nation’s interests through sensible policy. Most recently, I served as the acting Deputy Assistant Secretary for Immigration Policy at DHS, where I strategically developed novel immigration policy solutions and border security measures to address the challenges presented by irregular migration. As a result, I successfully managed DHS’s role in overseeing a historic expansion of lawful migration pathways and increasing our processing capacity along the southern border while continuing to enforce our nation’s immigration laws. Prior to this role, I served as the Director for Border and Immigration Policy at DHS as well as in numerous senior roles at U.S. Citizenship and Immigration Services (USCIS) where I advised agency leadership on humanitarian, labor, and other policy and legislative matters.

I earned my B.A. in political science from Purdue University, an M.A. in Latin American Studies from the School of Foreign Service (SFS) at Georgetown University, and a graduate certificate in refugees and humanitarian emergencies from the Institute for the Study of International Migration at SFS.

  • Led DHS’s strategic analysis and development of border security and immigration policies to effectively manage irregular migration at the southern border while overseeing a historic expansion of lawful migration pathways, which resulted in nearly 2 million individuals seeking safe and orderly routes to the United States.

  • Advised DHS leadership, administration officials, and Members of Congress on highly sensitive border security and immigration issues, including providing technical assistance and counsel to U.S. Senators for legislative proposals to overhaul the immigration system, which helped inform the bipartisan border security agreement introduced in the U.S. Senate in February 2024.

  • Directed the drafting of policy regulations, memorandums, position papers, and Federal Register notices to implement DHS’s high-profile border security and immigration policies, including former President Biden’s Presidential Proclamation on Securing the Border and the accompanying final rule, which helped reduce encounters along the southern border by more than 60%.

  • Managed the FIFA World Cup 2026 and Los Angeles 2028 Olympics portfolios where I led an interagency immigration taskforce to advise on immigration visa policy, border security and processing capacity, and national security issues to prepare for millions of expected travelers to the United States.

  • Established and oversaw the implementation of novel border security measures providing lawful immigration processes for Cubans, Haitians, Nicaraguans, and Venezuelans (CHNV) and Uniting for Ukraine (U4U), both of which increased DHS’s processing capacity to allow more than 760,000 eligible individuals arrive in the United States to seek humanitarian relief and employment authorization.

  • Engaged domestic and international stakeholders, including Members of Congress and their staff, U.S. Government agencies, public and private industry, and non-governmental organizations to advocate on behalf of DHS’s equities.
