About

I am a Certified Energy Manager (CEM) and former senior U.S. Government energy professional with 15+ years of experience designing, financing, and managing large-scale energy programs across more than 20 countries. My federal career included leadership roles at USAID and earlier service with the World Bank, where I advanced clean energy, grid resilience, industrial decarbonization, and utility reform.

At USAID, I led a $75 million interagency partnership with the U.S. Department of Energy’s National Renewable Energy Laboratory, oversaw resilience and procurement efforts for the $900+ million Ukraine Energy Security Project, and managed multi-year global programs that strengthened utilities and supported the development of 440 MW of clean energy generation.

My World Bank work focused on community energy access, renewable energy infrastructure, climate resilience, and multi-donor trust fund operations across Indonesia. I directed $55 million in community-driven energy and environmental investments, supported the deployment of micro-hydropower systems, and managed high-impact grant portfolios.

In 2025, I founded Foster Solutions, an energy consulting practice that applies my international expertise to U.S. commercial energy challenges. I help businesses reduce electricity costs, navigate deregulated markets, improve energy efficiency, and strengthen operational resilience. My approach draws on the same principles used in global development work — data-driven decision-making, transparent procurement, and solutions tailored to local needs.

I am open to consulting engagements, expert insights, speaking opportunities, and advisory roles that bridge public-sector energy strategy and private-sector implementation.
