About
Hello! I’m Kelly—a results-oriented public sector executive with deep expertise in cross-functional program management, national immigration policy, and international operations.
In over 12 years of federal service, I’ve led strategic transformation efforts within the U.S. Department of Homeland Security, overseeing refugee and humanitarian programs with legal, diplomatic, and security complexity. I have deep experience in leadership roles managing cross-functional or cross-team projects. Whether briefing senior leadership, drafting guidance for interagency compliance, or coordinating refugee processing on the ground and abroad, I’ve consistently delivered mission-aligned outcomes with speed and integrity.
Some highlights from my journey include:
✪ Launching refugee/asylee processing infrastructure at Camp As Sayliyah and Holloman AFB.
✪ Co-leading directorate implementation of classified adjudication policy (UCIIP) and precedent-setting legal responses.
✪ Drafting national guidance for refugee reunification and coordinating with State, DoD, and interagency stakeholders.
✪ Presenting U.S. innovations in refugee policy at global summits including UNHCR and IGC meetings.
✪ Mentoring diverse teams and developing training programs like MERP and national onboarding frameworks.
