About

Kerry Lupher is a strategic social impact advisor with more than 20 years of experience spanning federal government, nonprofit consulting, and research — helping organizations move complex, high-stakes work forward across public systems, diverse communities, and multistakeholder environments.

She spent 12 years inside federal agencies — at the U.S. Department of Justice's Office for Victims of Crime and AmeriCorps — working within and alongside the systems that make government function. At DOJ, she advised state agencies, Tribal Nations, and national organizations across a $1B+ victim services funding ecosystem, contributed to federal rulemaking, and coordinated across 28 federal agencies as part of the White House Legal Aid Interagency Roundtable. At AmeriCorps, she managed a $63M+ national grant portfolio and served on interagency committees, cross-agency working groups, and federal disaster response operations.

Kerry's practice centers on equity-centered program design, cross-sector strategy, stakeholder engagement, and translating federal policy into coordinated community action. She is particularly experienced working with Tribal and Indigenous communities, victim services systems, and organizations navigating the intersection of public funding and community impact.

She is currently available for consulting, advisory, and senior leadership engagements — short or long term. If you think there might be a fit, she welcomes a conversation.
