About

I am a Chief Human Resources Officer and enterprise workforce strategist with more than 35 years of executive leadership across county government, federal agencies, public utilities, and the Department of Defense. I’ve built full HR departments from the ground up, modernized workforce systems, and advised County Executive Officers, Boards of Supervisors, elected officials, and senior military commanders on people strategy and organizational transformation.

My public‑sector leadership includes serving as CHRO for both the County of Nevada and the County of Mono, where I redesigned talent acquisition, HRIS, labor relations, compensation, and workforce analytics. At Nevada County, I earned the Hire Vets Medallion Award – Platinum Level, becoming the only West Coast employer to receive the Platinum designation and was personally recognized by U.S. Secretary of Labor Martin Walsh for excellence in veteran hiring and workforce integration.

I previously held senior executive roles with the U.S. Air Force, Department of Energy, and Department of Homeland Security, earning distinctions including the Bronze Star Medal, NATO Medal, and multiple Meritorious Service Medals. I also served as President of California Counties Human Resources (CCHR), representing all 58 counties statewide.

I currently serve as Strategic Advisor and fractional Chief People Officer for GovSkills, supporting a growth‑stage SaaS platform in an AI‑adjacent digital learning environment.
